What is the difference?

The official gameplay description presents main weapons as the core melee and ranged arsenal. It describes Phantom Edges as less conventional secondary weapons that create additional player expression through specialized attacks.

Upgrades, accessories, and reforging

PlayStation says weapons can be upgraded and paired with accessories. The State of Play examples include attacking from range and using summons, while defeating some enemies can expand the available arsenal.

An upgraded weapon can be reforged to return the materials invested in it, allowing those materials to be used on another weapon. That confirms a way to redirect upgrade resources; the official article does not provide every upgrade cost, accessory effect, weapon name, or unlock location.
